A meeting of the Las Animas Police Board that took place on Oct. 15 possibly violated a number of regulations of the Sunshine Law.
Board chair Janice LaSalle announced at the beginning of the meeting that an executive session would take place after the board listened to concerns from the public about the crime in Las Animas.
After an hour of listening to those concerns, LaSalle called the executive session without citing the statute the session was to take place under, the reason for the session, a vote to have the session or a time limit in which the executive session was to take place.
No recording of the session was made.
"We can't record an executive session. That's why it's an executive session," LaSalle said when asked about a recording.
According to the Colorado Sunshine Law, a record of all executive sessions must be kept by electronic recording. If a person believes that topics other than those allowed to be discussed in executive session were discussed, he or she may ask a judge to review the record.
Additionally, the door to the City building was locked after those in attendance at the regular meeting had exited.
It is unknown how long the executive session lasted, what was discussed, or whether the board entered back into regular session after the executive session was over.
"No action was taken," LaSalle said later.
